مُشكلة الدِّراسة: تتبلور مشكلة الدراسة في هذا التساؤل الرئيس: ما علاقة القيادة الاستراتيجية بتمكين فرق الْعَمَل، فِي ضوء رؤية ٢٠٣٠ مِنْ وجهة نظر الضباط الْعَاملِين فِي كُلْيّة الْمَلِك خَالِد الْعَسْكريّة، و كُلْيّة الْمَلِك فِيصل الجوية؟

عينة الدِّراسة: تعتمد الدراسة على المقارنة بين قطاعات مختلفة فقد تم تحديد مجتمعي الدراسة في الضُّبَاط المشاركين فِي فِرَق الْعَمَل في قطاعين هما: كُلْيّة الْمَلِك خَالِد الْعَسْكريّة وكُلْيّة الْمَلِك فِيصل الجوية، على أن تشمل جميع فئات القيادات العليا والمتوسطة، والتي تمثل رتبة (نقيب – رائد – مقدم – عقيد - عميد). واستخدم الباحث مدخل رابطة التربية الأمريكية، ووفقاً لها فقد بلغ حجم العينة الأولى بكلية الملك خالد العسكرية (85) ، وبلغ حجم العينة الثانية من كُلْيّة الْمَلِك فِيصل الجوية (132) من الضُّبَاط المشاركين فِي فِرَق الْعَمَل.

منهج الدِّراسة وأدواتها: تم استخدام المنهج الوصفي، وقد تم استخدام الاستبانة أداةً ليجمع بها البيانات، وليتحقق بها أهداف الدراسة، والإجابة عن التساؤلات في هذه الدراسة.

وبناءً على ما توصل إليه الباحث من نتائج الدِّراسة الحاليَّة بنوعيها الميداني والنظري؛ أوصى الباحثُ بمجموعة مِن التَّوصِيَّات للكشف عن القيادة الاستراتيجية وعلاقتها بتمكين فرق الْعَمَل فِي ضوء رؤية 2030، وتتمثل في الآتي: 1- تكوين فِرَق الْعَمَل فِي المنظمتين المبحوثتين مِنْ خِلَال قواعد وآليات واضحة تساهم بكفاءة وفاعلية فِي علاج الكثير مِنْ المشكلات فِيهما. 2- منْح أعضاء فِرَق الْعَمَل القَدْرة عَلَى إبداء الرأي، مَعَ الاعتماد عَلَى تلك الفِرَق لوضع الخطط الاستراتيجية للمنظمتين المبحوثتين. 3- إعداد نماذج وتقارير تُعنى بتقييم ومتابعة دائمتين مِنْ القادة لأداء فِرَق الْعَمَل فِي المنظمتين المبحوثتين وقَدْرتها على إيجاد الحلول ومعَالجة المشكلات التِيْ تَمَّ تصميم فِرَق الْعَمَل مِنْ أجلها، وألا تتجاوز ذَلِك. 4- الْعَمَل عَلَى بناء علاقات شراكة للمنظمتين المبحوثتين مَعَ المؤسسات الأكاديمية، سواء أكَانَت جامَعَات أو مراكز بحوث سعودية أو عربية أو عالمية؛ لمَعرِفَة كل ما هُوَ جديد فِي الْقِيادَة الاستراتيجية وتَمكِين فِرَق الْعَمَل.

The study problem: Study problem is represented in the following key question. What does strategic leadership have to do with the empowerment of work teams, in the light of Vision 2030 from the perspective of officers working in the King Khalid Military Academy and King Faisal Air Academy? Study Sample: The study relies on comparison between different sectors. The two study populations are the officers participating in the work teams in two sectors, namely; the King Faisal Air Academy and the King Khalid Military Academy, provided that they include all the categories of senior and middle leadership of the ranks (Captain – Major – Lieutenant Colonel - Colonel – Brigadier General). The researcher used the approach of the Association of American Educators according to which, the size of the first sample of the King Faisal Air Academy was (85) of the officers participating in the work teams, and the second sample size of the King Khalid Military Academy was (132) of the officers participating in the work teams. Study approach and tools: The descriptive approach was used, and the questionnaire was used as a tool to collect data, achieve the objectives of the study and answer its questions. The most important results of the study questions: The study subjects of (the officers working at the King Faisal Air Academy), have largely approved the aspects of the style of strategic skills (intellectual – behavioral – technical), while there was a moderate approval of the same aspects by the study subjects of (the officers working at the King Khalid Military Academy). There were differences in the perspectives of the officers of the two colleges on the side of those working in King Faisal Air Academy. The results also found that study subjects of (the officers working at the King Faisal Air Academy), have largely approved the aspects of the availability of the strategic skills participation - transformational - executive) while there was a moderate approval of the same aspects by the study subjects of (the officers working at the King Khalid Military Academy). There were differences in the perspectives of the officers of the two colleges on the side of those working in King Faisal Air Academy. The results show that the study subjects of (the King Faisal Air Academy) have approved the theme of "the reality of the empowerment of work teams", whereas, the impartiality of the study subjects of (the King Khalid Military Academy) was clear on the same theme. There were differences in the perspectives of the officers of the two colleges on the side of King Faisal Air Academy officers. There is a statistically significant positive or direct correlation relationship at the level of (0.05) between the shared strategic leadership style - the transformational strategic leadership style - the executive strategic leadership style and the reality of the empowerment of work teams in the light of Vision 2030 in King Khalid Military Academy and King Faisal Air Academy. Also, the results found that there are no statistically significant differences at the level of (0.05) and less in the responses of subjects of the study population society study on these themes according to their scientific qualifications, ages, military ranks - number of years of service- number of training courses attended in the field of the development of the skills of strategic leadership, and the field of participation in work teams. Based on the researcher's findings of the current study with its field and theoretical types, the researcher recommended a set of recommendations to reveal strategic leadership and its relationship to empowerment of work teams in the light of Vision 2030, which are as follows: 1- The work teams of the two research institutes must be established upon clear rules and mechanisms that efficiently and effectively contribute to the treatment of many problems of the two institutes . 2- giving the members of the work teams the ability to express opinion, while relying on those teams to develop strategic plans for the two institutes. 3- as well as developing models and reports concerned with permanent evaluation and follow-up by the leaders on the performance of the work teams in the two institutes and their ability to find solutions and address the problems for which they were established, and not to exceed that. 4- The two institutes must work to build strategic partnerships with the academic institutions, whether Saudi, Arab or international universities or research centers, in order to acquire all that is new in terms of strategic leadership and empowerment of work teams.
