الملخص: صدر هذا الكتاب عن مركز الدراسات والبحوث بجامعة نايف العربية للعلوم الأمنية ضمن سلسلة إصدارات الجامعة برقم 622، وقد اشتمل على 221 صفحة من القطع المتوسط. ويركز الكتاب على إبراز دور الإعلام الأمني في حقوق الإنسان، حيث يسعى الإعلام الأمني وهو يقوم بدوره داخل المجتمع إلى إظهار اهتمام المؤسسة الأمنية بحقوق الإنسان وكرامته وصون حريته، حيث إن مجال عمل الإعلام الأمني هو مجال خدمي اجتماعي إنساني قيمي، ولأن حقوق الإنسان وصون حريته من صميم العمل الاجتماعي الخدمي؛ لذا تسعى المؤسسة الأمنية وعلى رأسها الجهاز الإعلامي الأمني إلى أن يكون أداؤها متلائماً مع حماية وصون حريات الإنسان والحفاظ على حقوقه، ومن منطلق الحفاظ على الكرامة الإنسانية، ومن واقع حماية الحريات وصونها، فإن الإعلام الأمني وهو يؤدي وظيفته داخل المجتمع وأثناء تواصله مع أفراده، إنما يفعل ذلك واضعًا في اعتباره الالتزام بضوابط حقوق الإنسان، وهو يؤدي واجبه تجاه أفراد المجتمع، والقائمون عليه أصحاب رسالة سامية يعملون على الحفاظ على أمن المواطن وهم يقومون بأداء وظائفهم بالالتزام بتلك الضوابط والقيم الانضباطية كي ينأى بجهازه الإعلامي الأمني عن الوقوع في أخطاء أو مهاترات قد تقلل من فاعليته، وتؤثر على مصداقيته، كل ذلك يساعدهم على جني ثمار جهدهم في تقديم معلومة أمنية لها من القبول ما يشجعهم على بذل الجهد والعطاء أكثر. It is one of the issues that bears No. (622). It includes 221 pages of medium size. The book focuses on the role played by the security media for supporting the human rights. The security media seeks through its social role to highlight the attention paid by the security institution to the human rights, dignity, and freedom. The security media is a social service adhering to the human values. The protection of human rights and freedom is the core of the services of social work. Therefore, the security institution in general, and the security media body in particular, seek to present a performance conforming with the protection and maintenance of human freedoms, rights, and dignity. The security media plays a social role by communicating with the society members in order to realize the commitment to the controls of human rights, and to achieve the required duties concerning the society members. The people who are responsible for supervising this kind of media adopt a noble belief and do their best for protecting the citizen security. They perform their duties according to strict controls and clear values to prevent the security media body from any faults or disputes affecting its efficacy or credibility. The desired objectives can be realized by offering security information satisfying the required needs. This will be a motif for making more efforts in this field. The present book includes ten chapters, in addition to an introduction, and source and reference list. The details are as follow: The first chapter is under the title "The Security Media: Concepts and Bases". In this chapter, the researcher focuses on the nature of the security media. He indicates that media is a double-edged weapon; negative and positive. The positive edge provides a right direction. It is considered a tool for education, refinement, clarification, and guidance. This kind of media has a unique role and impact in case of being employed upon scientific bases with clear objectives. Moreover, this chapter describes the duties of the security media. These duties include protection, treatment, and providing the public opinion with the accurate information. Supplying the mass media with the true news and information issued by the security bodies and institutions is also among the topics of this chapter. It indicates that the security awareness can be increased on all levels by organizing sessions and symposiums and preparing security programs. It sheds light upon the elements of the security media message. It affirms that the body presenting the media message is aware of the content and core of this message. The soundness of the suggested solutions and the good draft of the media message are among the necessary requirements. On the other side, this chapter highlights the benefits that can be achieved by increasing the security awareness. These benefits can be categorized according to their importance and social nature. The protection of nation belief, reduction of crime, and formation of the informed public opinion. In its conclusive section, the first chapter criticizes the negative forms of non-cooperation between the society members and the security men guarding the homeland. The author lists some of these forms committed by some society members. These are as under:  Not informing the competent authorities with the crimes and violations they know,  Refusing to make a testimony,  Not condemning or denouncing crime,  Circulation of rumors and false news The second chapter bears the title "The Role of Mass Media in Enhancing Security and Stability". Through this chapter, the author demonstrates the negative impacts resulting from the absence of interaction and cooperation with the security bodies for facilitating the security duties. Moreover, it stresses on the responsibility of mass media for increasing the security awareness of the citizens. The capabilities of the media bodies to disseminate security and reduce the criminal tendency are mentioned in this chapter. The security enhancement can be achieved by strengthening the Islamic belief, encouraging the correlation between family members, offering advices for promoting virtue, and cooperating with the security bodies. The third chapter is under the title "The Strategic Planning for the Security Media". In this chapter, the author gives a definition for the strategic planning concept. He clarifies the most important pillars and bases of the strategic planning, and highlights its importance. Furthermore, this chapter explains the important position of planning in Islam. The principles of Islamic Sharia appreciate the concepts of planning and discipline. This appreciation is apparent in the Islamic worships and their timings and places determined by Allah. The dealings, consonants, and futuristic preparation are also proofs for the importance of planning in Islam. The good strategic planning can achieve the required objectives. These objectives can increase the public awareness, protect the nation belief, and guard the youth from deviations and negative effects of modern civilization. By adhering to the rules of strategic planning, the effective contribution to the development, utilization of the available resources, and prevention of crime and its causes can be realized. The quality of both public and security media is an important requirement. Therefore, the title of the fourth chapter is "The Achievement of Total Quality in the Programs of Arab Security Media ". The concept of total quality and its characteristics are described in this chapter. Moreover, the models, bases, principles, and requirements of total quality are analyzed. The ability to employ the total quality models in the security media fields is also highlighted in this chapter. The author shows some models of total quality. He focuses on Shewart and Deming models as they are considered the most important models of total quality. Furthermore, he indicates other models of total quality that achieved wide dissemination and great success in many countries. Lastly, the author clarifies in the conclusive section of this chapter that the management of total quality needs necessary requirements. These requirements are as follow:  The investment in the programs of education and continuous training of the human resources,  The dissemination of public awareness of the total quality concept through the security media programs,  The consultation with the experts and advisers for teaching the application of quality model on the management departments responsible for planning and executing the security media activities. The mastery of the necessary media skills is a vital condition. The fifth chapter is under the title "The Security Media and Crises". In this chapter, the author tries to answer some important questions related to the ways of crises and catastrophes management by the security media. The effectiveness of security media control during catastrophes is also demonstrated. The importance of reducing violations during catastrophes is highlighted. Moreover, the negative consequences affecting security resulting from the absence of media control during catastrophes are clarified. This chapter shows some procedures that should be taken for ensuring the successful communication between mass media and official bodies responsible for encountering catastrophes and crises. Providing mass media with the necessary and suitable information is considered an important action in this field. The strong relationship with mass media, monitoring and refuting rumors, and increasing the public awareness are basic requirements that should be taken into consideration. The sixth chapter is under the title "Rumors and Ways of Confrontation". The author sheds light upon the historical development of rumors. He shows the definition of rumor and the causes of its circulation. The types of rumors; crawling and ambiguous, are described in this chapter. The rumors of fear, attack, dreams, wishes, and malice are also among the rumor types. This chapter offers ways for confronting rumors. This can be realized by good thinking of others, critical awareness of news, remind others of moral behaviors, avoidance of falsity, backbiting, and gossiping. The verification of news, providing people with true information, and avoidance of leisure contribute to the reduction of any possible rumors. The seventh chapter is under the title "Islam: The Religion of Tolerance, Justice, and Security". It illuminates some aspects of Islamic Sharia calling for the values of tolerance, justice, and equality. The values of Islamic Sharia also include the safeguard of belief, honor, funds, soul, and mind. Moreover, it concentrates on the protection offered by Islamic Sharia for the human rights and dignity. Islam pays attention to the upbringing of Muslims by highlighting the good examples and charitable models of fathers, mothers, teachers, educators, judges, and advocates. The eighth chapter focuses on the relationship between Islam and human rights. It shows some types of freedoms guaranteed by Islam. For example, these types are: • Freedom of thought, • Freedom of belief, • Freedom of speech, • Freedom of property, and • Freedom of learning. Islam sees that such freedoms are the most important principles of human rights. Freedom protection will assist in realizing the intellectual and social security. The ninth chapter is under the title "The Pillars of Security Protection for Human Rights". It describes some bases of Islamic Sharia which call for the security protection for human rights. The most important base stipulates that the accused is innocent until proven guilty. This chapter demonstrates that Islamic Sharia guarantees security for all people and seeks to protect their interest. Moreover, it sheds light upon some articles of the basic regime of the Kingdom of Saudi Arabia derived from the Islamic legislation. Accordingly, the strong relationship between these articles and the principles of human rights can be highlighted. The tenth and conclusive chapter bears the title "The Security Thought During The Period of Rule of King Abdulaziz". It concentrates on King Abdulaziz's strong interest and desire to spread security and protect human rights in the Kingdom of Saudi Arabia. Through this chapter, the author shows detailed description for the intellectual, security and human origins of this period. Lastly, the author presents some Arabic and English sources and references in the conclusive section of the book.
