ملخص: اتجهت معظم الأجهزة الأمنية في انحاء العالم المختلفة إلى إستخدام التقنيات الحديثة في عملها لما توفره هذه التقنيات من تسهيل وتجويد للأداء الأمني، ومن أهم هذا التقنيات تقنية نظم المعلومات الجغرافية التي تقدم حلول تقنية علمية وذكية في مجالات العمل الأمني. ومن الجهات الأمنية التي تتطلب طبيعة عملها الاستعانة بنظم المعلومات الجغرافية الدفاع المدني. من هذا المنطلق عملت هذه الورقة على دراسة مدي استفادة منسوبي الدفاع المدني من تقنيات نظم المعلومات الجغرافية متخذه من المديرية العامة للدفاع المدني بمدينة الرياض أنموذجاً. استخدمت الورقة المنهج الوصفي الارتباطي الذي يهتم بكشف العلاقة بين متغيرين لمعرفة مدى الارتباط، ومن ثم تحليل النتائج وبناء الاستنتاجات في ضوء الواقع الحالي. توصلت الدراسة إلي عدد من النتائج من أهمها أن تطبيق نظم المعلومات الجغرافية يساعد على تنفيذ مهام الدفاع المدني، كما توصلت الدراسة إلى أن استخدام نظم المعلومات الجغرافية في منطقة الدراسة يحتاج الي تطوير الإجراءات الإدارية والفنية لتحقق المرجو منها. خرجت الورقة بعدد من التوصيات من أهمها ضرورة العمل على بناء نظام معلومات جغرافي موحد يخدم قطاع الدفاع المدني وجميع القطاعات الأمنية ويوحد الجهود فيما بينها في تقديم الخدمة بصورة سريعة وجودة عالية. مع العمل على إنشاء وحدات خاصة بنظم المعلومات الجغرافية في جميع مراكز الدفاع المدني بمدينة الرياض. الكلمات الدالة : الدفاع المدني، نظم المعلومات الجغرافية، التحليل المكاني، الحماية المدنية ، خدمات الطوارئ......................... These techniques facilitate the security performance and ensure its quality. The geographical information systems is the most important techniques that offer smart and scientific solutions in the security fields. The civil defence is one of the security bodies that use the geographical information systems as an assisting tool. Accordingly, this research paper has been prepared to measure the level of benefit from the techniques of the geographical information systems for the employees of the civil defence authority. The General Directorate of Civil Defence in Riyadh will be as a model. The study case problem is based on the following main questions: What is the level of benefit gained by the civil defence employees in Riyadh from using the techniques of the geographical information systems? This question presents some other sub-questions which are as under: a) What is the importance for using the geographical information systems in the civil defence works? b) What are the requirements necessary for the application of the geographical information systems on the civil defence works? c) What are the obstacles impeding the application of the geographical information systems on the civil defence works in Riyadh? d) What are the ways for removing the obstacles impeding the application of the geographical information systems on the civil defence works in Riyadh? In order to realize the desired objectives of this case study and answer its questions, the descriptive correlative methodology that seeks to discover the relationship between two variants to measure the level of correlation has been used. Consequently, it analyzes the findings and offers the conclusions in the light of the current circumstances. The case study reviews some previous studies associated with the current case study. It is noticeable that most previous studies are interested in the clarification of the importance of the geographical information systems as an assisting tool for the civil defence works. However, these studies have not indicated the level of familiarity of the civil defence employees to the techniques of such systems. Moreover, such previous studies has not decided whether these techniques have been ideally used by the civil defence employees or not. Therefore, this case study covers the above-mentioned question. A questionnaire including some pivots for measuring the variable of the case study has been prepared. These variables are divided between a sample of civil defence employees. This sample includes (100) employees selected through the purposive sample method that targets the civil defence employees who are aware of the geographical information systems or have a previous experience in dealing with any program of the geographical information systems. This case study has been divided into four pivots according to the questions and objectives of the case study. Each element of this study depends on some sub-questions. Both validity and soundness of the study tool have been examined before distributing the questionnaires. After conducting the required examinations, there was no doubt that the study tool can be applied for achieving the objectives of the scientific research. The two researchers have collected the distributed questionnaires in order to record the responses presented by the study sample in the study tool. They have followed the criteria included in the fifth Likert scale, where every sentence has given the numbers (1-2-3-4-5) which express variant opinions on the tool (Strongly Agree, Agree, Neutral, Disagree, Strongly Disagree). Moreover, both researchers use the Statistical Package for Social Sciences "SPSS" for processing the data and obtaining the required findings. The case study has presented some findings based on the applied study. The most important are mentioned below: • The application of the geographical information systems assists in performing the civil defence works, • The usage of the geographical information systems in the study field requires the development of the administrative and technical procedures in order to achieve the desired goals. The case study presents some recommendations. The most important can be summarized in the following points: • A unified geographical information system should be prepared to serve the civil defence sector and all other security sectors, • The efforts of civil defence and security sectors should be mobilized for offering rapid service with a high standard of quality, • Special units for the geographical information systems should be established inside all centers of civil defence in Riyadh.
