الاتجار غير المشروع بالمخدرات وعلاقته بالتنظيمات الإرهابية

Abstract

المخدرات مشكلة اجتماعية خطيرة عالمية الملامح والأبعاد، عابرة للحدود والقارات، تواجه المجتمعات البشرية النامية والمتطورة على حدٍّ سواء، وقد زاد من انتشارها التطور السريع في وسائل الاتصالات والمواصلات بين جميع بلدان العالم، مما جعلها ميدانًا لعصابات تهريب المخدرات والاتجار غير المروع بها في جميع الاتجاهات وعبر مختلف الأزمنة، حتى أصبحت المخدرات كالنار في الهشيم، ما إن تتم السيطرة على أحد جوانبها حتى تنتشر في الجوانب الأخرى. وإن كان الوضع القائم يصدق على أقاليم العالم المختلفة فإن واقع الأمر يصدق على الوطن العربي، إذ تفرز الحقيقة الجغرافية للمنطقة العربية أولى مشكلات انتشار المخدرات والمؤثرات العقلية، نظرًا لكون هذه المنطقة مترامية الأطراف جغرافيًّا بين قارات ثلاث، وتقع في بقعة متوسطة في العالم، تجعلها في تماسٍّ مباشر مع المجتمع الدولي بًّرا وبحرًا وجوًّا، علاوة على مجاورتها لدول الإنتاج غير المشروع للمخدرات ودول استهلاكها في آنٍ واحد. هذا البعد على أرض الواقع جعل الدول العربية تتأثر بمشكلة المخدرات وتبعاتها المختلفة بدرجات متفاوتة ومستويات متباينة بين بلد وآخر، وقد صاحب إشكالية هذه الجريمة ظهور بعض الجرائم المنتظمة عبر الوطنية، مثل تهريب الأسلحة، وغسل الأموال، وتمويل الإرهاب، وظهور الجماعات الإرهابية بأساء وانتاءات وولاءات لا حصر لها، وجميع عناصر هذه الأنماط من الجريمة المنظمة وتشكيلاتها تسعى إلى تحقيق أهدافها السياسية أو الاقتصادية من خلال توفير التمويل اللازم لدعمها واستمرارية وجودها، بصرف النظر عن مصدر التمويل أو طريقة الحصول عليه، وغالبًا ما يكون الاتجار بالمخدرات أسهل الطرق لتحقيق ذلك، سيما أن حجم الأموال المغسولة في العالم حسب تقديرات الأمم المتحدة يقارب ) 6.1 ( تريليونات دولار سنويًّا، منها حوالي ) 70 % - 80 %( متأتية من الاتجار بالمخدرات.

The present study seeks to identify the various dimensions on the relationship existent between illicit trade of drugs and terrorist organizations. Also, it explains their multiple segments volume; forms; typology; developments; challenges; and perspectives of response to such challenges. In addition, the present study makes a serious and an earnest endeavour to provide a future view on the suggestions relative to the solution of the problems associated with the phenomenon under treatment. The present study comprises five chapters. First chapter identifies drugs and its accompanied challenges at bi-dimensional levels Arab and international. This chapter devotes discussions on the following topics: - Perspectives of drugs on international level; - Challenges associated with drugs on international level; - Perspectives of drugs on Arab level; and - Challenges accompanied with drugs on Arab level. Second chapter presents motivations underlying terrorism and the solution of its causative determinants at Arab level. Included in the discourse are details on the following topics: - Factors and motivations giving rise to terrorism in the Arab countries; - Areas and determinants explaining the solution of rising wave of terrorism at the Arab level; and - Contributions of the Council of the Arab Interior Ministers (CAIM) on combating terrorism. Third chapter discusses the interlink existent between drugs related crimes and terrorist organizations. Pursuant to this discussion, following topics are amplified: - Sources and methods financing terrorist organizations and their techniques; - Methods of freezing financial sources of terrorist organizations; - Arab–global criteria on combating terrorist financing; - Relationship between illicit trade of drugs and crimes committed by terrorist organizations;and Fourth chapter comprises analysis of field study. Related to it, following topics are expounded: - Methodological frameworks of the present study. Included in the presentation are various components research objectives; research questions; research tools; research approach; research group; and research limitations. - Analysis of research data.
