تركيا وخيارات المستقبل الإستراتيجية

Abstract

تعتبر تركيا مثالاً بارزاً في إعادة رسم إستراتيجيتها، تلبية لمتغيرات معادلة مغادرة الأطراف والاستقرار في مركز الأحداث، وهذا ما يلاحَظ من خال تنامي الدور التركي المستند إلى نظرية «العمق الإسراتيجي »، التي تعتبر أن الموقع الجيوإسراتيجي لتركيا وتاريخها يشكلان دافعاً أساسيًّا نحو التحرك الإيجابي في الاتجاهات كافة، خصوصاً جوارها الجغرافي، لاعتبارات إستراتيجية يشكل الحفاظ على الأمن وإعادة الدور المحوري الإقليمي لسابق عهده مصلحة عليا لها. وإن التطورات الجوهرية التي شهدتها الجمهورية التركية منذ وصول حزب العدالة والتنمية إلى الحكم في العام 2002 م، و المتغيرات الإقليمية والدولية التي شهدتها المنطقة، وشهدها العالم، أسهمت في وضع تركيا أمام خيارات إسراتيجية، تتأرجح ما بين غياب وعزلة عن عالم عربي وإسلامي يرتبط بها جغرافيًّا وتاريخيًّا، وبين تعنت ورفض أوربي لا يقبل بها أو بمشاركتها، ولكنه يخشى تركها وانفلاتها. فما كان من تركيا إلا أن اختارت عمقها الإستراتيجي مع الإبقاء على حبل الود موصولاً مع غربها الأوربي. وتبنت تركيا سياسة اقتصادية أسهمت في زيادة معدلات النمو الاقتصادي، كما ساعدها ذلك على عمل ترتيبات أمنية جديدة أسهمت في الاستقرار السياسي، خاصة ما يتعلق بسياسة «تصفير المشكلات » التي كانت إلى ماضٍ قريب تؤرق السياسة الداخلية والخارجية للجمهورية التركية. وإن الفهم الناضج لدى واضعي الإسراتيجية التركية ساعد بشكل كبير على فهم هذه المتغيرات، والعمل على طي صفحات الماضي، ما ساعد على إنهاء حالات العداء التي كانت تشتعل على حدودها، وانطلقت بثقة عالية نحو العالم العربي والإسامي، أو ما يسمى الحديقة الخلفية أو العمق الإستراتيجي.

Turkey represents a decisive example of strategic re-planning commensurate to new variables related to the regional stability. This is candidly discernable in the wake of growing role that Turkey is playing. This role relies on the “Strategic Depth Theory”. The latter is identifiable with distinctive Turkish historic background and her geographical setting. The spectacular changes and developments witnessed by Turkey since the assumption of power by the “Justice and Development Party” during the year 2002 have contributed towards phenomenal variables in Turkish strategic plans. Regional changes have added dimensions to this development. Confronted with twin dilemmas-- ---alienation with Arab-Islamic World and European rejection-----Turkey was prompted to embark on new strategic course. This was her move to large contacts with the European nations. Turkey has employed an elaborate economic policy which tends to promote steady economic growth rates. Also, it assists her in her new security build-up. Further, it reinforces her in consolidating its political stability. Pursuant to the latter, Turkey assigns negligible attention to problems that disturb her domestic and foreign policies. Turkish key policy makers are approaching their problems with matured understanding. They show full comprehension to the recent currents of history. They are reverring their historical hostile policy postures which have threatened the integrity of its herders. Turkey has now embarked on a new course. It is cementing and promoting its relations with the Arab-Islamic world. This is termed as the ground work for “Strategic Depth”
